CCRM researcher and flooding expert Anna Serra-Llobet was quoted in a July 12th New York Times article about building in high hazard flood zones (Camp Mystic Cabins Stood in an ‘Extremely Hazardous’ Floodway): "It’s like pitching a tent in the highway; it’s going to happen sooner or later — a car is going to come, or a big flood is going to come."
